Project registration page has an "Add" button

Bug Description

<https://launchpad.net/projects/+new> ends with an "Add" button. That's a weird and weak label for a momentous action.

I'm not sure what the best label would be. "OK, I’m Done"? "Publish My Project"? "Next"? Any of those would be better than "Add".

That would be appropriate if the project doesn't already exist, but often it will already exist (e.g. it's currently on another project hosting service).

Also, I just realized both "Publish My Project" and "Create My Project" would be misleading for the case where you're registering a placeholder project for bug-tracking or branch-hosting purposes. (Perhaps bug 253341 needs to include more extensive changes to the form for this process.)

I'm unscheduling this since nothing no action has been taken in months. We will definitely address this when we introduce guided project registration in 2009, if not sooner.

I have a branch that updates the action to "Publish this Project". I think "publish" is the right word because the user is committing to making this information visible.
