ssh init script should support the 'status' action

Related to changes from Bug #203169; filing as a new bug because that one is getting too big for its own good.

Patch updated to depend on lsb-base 3.2-12ubuntu3, which has the -p $pidfile support.

This bug was fixed in the package openssh - 1:4.7p1-12ubuntu2

  * debian/control: Depend on lsb-base >= 3.2-12ubuntu3, which has the
    status_of_proc() function.
  * debian/openssh-server.init: Add the 'status' action (LP: #247103).
