Bug Description

SRU Justification

[Impact]

XDP Redirection is not implemented in 5.15 Azure tuned kernels.

Microsoft has requested the addition of this feature:

commit 7a8938cd024d383c12bb1e08025db6ea3d551103 ("net: mana: Add support of XDP_REDIRECT action")

[Test Plan]

Microsoft tested with positive results.
