Some upstream translations not imported for some languages

Bug Description
I feel there is problem importing some packages' translations for some languages. As an example, take look at:

As of this writing it has "Approved" translations alphabetically listed for 20+ languages, but Finnish (fi) is not among them. This despite the fact that eg. Synaptic's version uploaded then (0.60xxx) does have fi.po. At the same time, the list includes several earlier (June - September) imports that have "Failed" status, and those include eg. fi, sv, hu, et, cs, ru etc. If I see correctly, all those that have previously Failed are now not being imported at all.
In the case of Finnish and Synaptic, Synaptic in Rosetta lists ca. 130 strings as being changed (via the changed in Launchpad filter), even though I parsed those and sent most of those to upstream which is now the 0.60ubuntu4 (and newer) source package.
Other similar examples include gnome-games and f-spot, which completely lack newer upstream translations. I have put manual uploads regarding fi.po in the upload queue, but there might be others and many languages are affected.

Still a problem in hardy, the delta between upstream translation (that should get imported) and Rosetta translation should not be this big:

As a specific example, the first "changed in Launchpad" string here:

Claims that packaged translation is "Synaptic Paketinhallinta", while the fi.po in the source package (apt-get source synaptic) has the same as "Current Finnish".
