do-release-upgrade fails to upgrade server install in non-root mode

Bug Description

Binary package hint: update-manager

$ do-release-upgrade -d
fails in server mode.

$ sudo do-release-upgrade -d
works fine.

This is due a missing commandline argument propagation in the non-sudo case.
