Installer not navigable from keyboard

Bug Description

I was attempting to install 7.04 on my HTPC using the graphical installer. It has no mouse. When selecting my desired city on the "Where are you?" page, I found that I cannot move focus away from the city combo box, and my install is stuck until I dig around in the closet for a spare mouse.

Tab does nothing.
Enter opens the combo box.
Spacebar opens the combo box.
Right and left arrow do nothing.
Up and down arrow move up and down the city list.

I seem to recall this coming up before, though I can't find the report. In any event, ubiquity is just using a GtkComboBox here; if it isn't possible to tab out of it, then IMO that's a GTK bug.

That doesn't looke like a gtk bug, the combobox don't steal the focus in other applications, that's likely due to something ubiquity is doing. Using ctrl-tab works correctly you can use that as a workaround. Confirming on gutsy

That's because can_focus is set for the combo, this simple patch fixes the bug
