rpld daemon does not stop on "/etc/init.d/rpld stop"

Bug Description

After command "/etc/init.d/rpld stop" is issued (as root, using sudo), rpld is still running

After command "/etc/init.d/rpld stop" is issued (as root, using sudo), rpld is still running. Restarting rpld using "/etc/init.d/rpld restart" many times causes multiple instances of daemon.
