No wireless strength with a static config

Bug Description

Binary package hint: network-manager

Description of the problem:
After the latest updates nm-applet no longer shows an icon of the wireless signal strength nor the dropdown of available wireless networks on a left click on statically/non-roaming/manually assigned wireless interfaces (whereas it did before).

Steps to reproduce:
1. Start computer.
2. Log in to GNOME.
3. Run
gksu network-admin
4. Select a wireless connection and click on properties.
5. Untick "Enable roaming mode" and fill in the network details.
6. Click OK.
7. Click Close.

Expected result:
nm-applet to show a wireless signal strength gauge. Hovering over nm-applet to pop up a tooltip indicating the signal strength. Left click the applet to show a dropdown of other wireless networks in the vicinity. To be able to press the right mouse button on nm-applet and choose "Connection Information".

Actual result:
nm-applet displays a picture of two monitors. Tooltip says "Manual network configuration". Left click brings up a dropdown that says "Manual configuration...". Right mouse button menu contains a greyed out and disabled "Connection Information" item.

How reproducible is this problem:
It is reproducible every time.

Additional information:
The capitalisation of various sentences seems inconsistent - "Manual network configuration" vs "Connection Information". At some point, previous versions seemed to have the expected behaviour. After changing manual settings it is often necessary to run
sudo /etc/init.d/networking restart
otherwise the settings (like essid) are not correctly used and you can find yourself attached to the wrong network.

This seems pretty much identical to bug 106212, with the exception that this has the added mention of the signal strength.

The bug 106508 (https://bugs.launchpad.net/bugs/106508) is indeed a duplicate of this one.

It was advised to test the packages network-manager-openvpn and network-manager-vpnc. That changes nothing there.

When I configure my connection statically, it functions a few seconds then is blocked. After uninstall of network-manager and network-manager-gnome, then after static configuration, Internet functions very well...

if you have a static config, then the interface isn't managed at all?
What is the bug here?

Good question.

When an interface is roaming you get a useful wireless gauge indicating signal strength. You can also bring up things like connection information and details about neighbouring access points. When it is static all of this disappears which seems strange as things like signal strength are good to know regardless of whether you are static or not.

NM 0.7 is in intrepid and supports static configs for real. so this is finally fixed.
