This issue stands. I can confirm with 100% certainty, that it is a software problem and not a grapefruit juice mishap as Max mentioned.
Yes, the lower part is completely dead no motion of the cursor at all. Both xev and evtest produce no events. This happens to me on ubuntu 10.10 64-bit only, after a clean install. To make sure it isn't a faulty hardware, I've used a the 32-bit Lucid 10.04 LiveCD, and the touchpad is fully functional.
The whole story is exactly as what Alan is describing in post #17. There is some malpositioning or misplacement of touchpad's axises. X-axis is fine, while the Y-axis is limited at around 4550.
