I think the bug is invalid against unity-2d because getting iBus to work in unity-2d does not require changing unity-2d.
Yes, one can get iBus to work fine if you use Lang Selector in a certain way (described above), but that way is wrong.
As you point out, the open question appears to be: does iBus need to change? That is, does it need to read LANGUAGES or LC_MESSAGES? If so, this should be a bug against the iBus pkg.
