I can confirm that this change does fix issue (3) in Karmic.

As an editorial aside, I'd like to note that this was an insanely complicated way to adjust a setting that would be better set in a configuration file, for a feature (rate-limiting the system bell) that seems outside the bailiwick of a window manager. Is there a reason for all of this complexity?
