I have the same issue with an XPS 1210 (with an nvidia 7400 card). Interestingly, I have no nvidia drivers installed and nor do I have compositing/effects enabled.

I am using Kubuntu 4.4.2 and suspend/resume is not working for me - sometimes I get the artifacts on screen. Sometimes I have a long blank screen and I have to hard reboot.
