I'm getting this same error now years later ...

* on my old Sony Vaio
* after upgrading from 16.04 to 17.04

dmesg shows:

[ 1181.128100] uvcvideo: Found UVC 1.00 device USB2.0 Camera (5986:02d3)
[ 1181.129834] uvcvideo: Failed to set UVC probe control : -32 (exp. 26).

after rmmodding and modprobing uvcvideo ...
no chance to get a v4l device in cheese, kamerka, ...

when trying to manually install the driver that fits most likely to my sony vaio integrated webcam, it fails

sudo /usr/share/r5u87x/r5u87x-download-firmware.sh #(the final command that installs the firmware - from the official ubuntu tutorial on webcams for most sony vaio)

it fails saying
Error: Failed to find any supported webcams

ls -lisa /dev/video0

66245 0 crw-rw-rw-+ 1 root video 81, 0 Jun 15 21:04 /dev/video0

I'm part of the video group

Any ideas?
