Update.

I have tried this from this mornings ISO 2.6.38-8-generic
Also on the up-to-date natty install same kernel
I have tried my AR dongle too.

In network manager the Enable Wireless is unchecked in all circumstances and if you check it there are no networks displayed only wireless disabled.
