Please post which CPU you have and the contents of the following files - after trying to scale the frequency:

/sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq (normally needs root privileges to read)
/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies
/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_governors
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
