I was able to come up with a script workaround to correct this problem. I posted the script here in #23
"USB HDD and Flash Drives no longer recognized"

So I run that EACH TIME I attach a USB storage device to our server, THEN the server will detect it.
Also there have been comments in that thread that supposedly the problem has been fixed in the x64 version of Ubuntu 10.04, however yet remains in the x86 version.
