I can confirm this bug. Did an upgrade from 9.10 to 10.04 last night.

Booting kernel-image-2.6.32-22-generic shows the second monitor jagged. While booting kernel-image-2.6.31-21-generic there are no problems. Also using the open source driver included in 10.04.

ATI x1600 mobile
