I also have this problem in Ubuntu 10.04 Lucid Lynx. When unloading the ndiswrapper module using "sudo modprobe -r ndiswrapper" USB hotplug seems to work again (but my WLAN is broken, of course).
Would be good to know what causes ndiswrapper to conflict with USB hotplugging.
