I think I found out in detail how to fix the slow FPS and the flickering.

sudo gedit /etc/default/grub

Edit this line to look exactly like this

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash radeon.modeset=1"

Save and close then run

sudo update-grub

Restart and pray.
