I provided a patch to remove the offending background scanning behavior in NM (the patch is attached to both of those bug reports) but the NM guys still believe that background scanning is a Good Thing (never mind the problems it causes, and never mind that other tools like wicd that don't do background scanning work perfectly).
The Gnome NetworkManager bug list also has several bug reports related to this scanning behavior, some people complaining that it doesn't scan fast enough,

Personally I think this feature is an exercise in futility, and they really need to dump it and just go with manually invoked scanning.
