This moved me from being stuck at 2.6.31-14-generic to 2.6.31-16-generic, it allso filled in the menu for 15

sudo chmod 777 /boot/grub/grub.cfg
sudo grub-mkconfig > /boot/grub/grub.cfg
sudo chmod 444 /boot/grub/grub.cfg
