Hmm... it's been a while since I used apt (or Ubuntu for that matter), but I think this might be worth a shot:
$ sudo apt-get build-dep gnome-do gnome-do-plugins

Also, I'm pretty sure you'll need both Do and the main plugins package for this, so you might want to grab the latest source straight from the main project pages:
