I suspect this is a side-effect of bug #540252 - when a deferred trigger fails that is not reported as a error by dpkg, but the package that owns the trigger goes into "unconfigured" state. This leads to errors like this (I do not know if it applies in this particular case, but it does in a lot of other cases).
