cannot confirm this. On my system with modifiers at cifs.ko and mount options:
733964288 bytes (734 MB) copied, 40.3041 s, 18.2 MB/s

without cifs.ko (CIFSMaxBufSize)
734793728 bytes (735 MB) copied, 57.1226 s, 12.9 MB/s

without mount options(rsize=32768,wsize=32768):
733282304 bytes (733 MB) copied, 49.7562 s, 14.7 MB/s
