Does the Debian ISO boot? http://cdimage.debian.org/cdimage/daily-builds/daily/arch-latest/amd64/iso-cd/debian-testing-amd64-netinst.iso

The Debian and Ubuntu ISO images are built using the same Xorriso tool, so if the Debian one boots then it should be possible for the Ubuntu one to boot if created with the same settings. If the Debian image does not boot, then that is a bug in Debian which they would want to know about.
