grub-legacy-ec2 doesn't provide any way for the user to set the default boot option for grub.

Looking at the changelog for this package, I see:

cloud-init (0.5.12-0ubuntu8) maverick; urgency=low

  * update-grub-legacy-ec2:
    - add code to stop use of 'uuid' grub syntax
    - change fallback grub device from (hd0,0) to (hd0)
    - change timeout in menu.lst to 0
  * grub-legacy-ec2: add grub-set-default functionality (LP: #605961)

So I'm closing, assuming that the auto-close functionality just didn't work for some reason.
