Bug Description

statsmodels fails to build in current Ubuntu:
https://launchpad.net/ubuntu/+source/statsmodels/0.14.0+dfsg-4build1/+build/26950328/+files/buildlog_ubuntu-noble-amd64.statsmodels_0.14.0+dfsg-4build1_BUILDING.txt.gz

Upstream reports suggest that this is caused by Cython 3.0 and that this patch probably fixes it:

That fixed some of it, but not all - it now compiles but fails tests, with what looks like a related problem:

This bug was fixed in the package statsmodels - 0.14.0+dfsg-5

As noted above, this bug actually isn't fully fixed. (It's no longer failing to build because cython was reverted.)

Fixed in -proposed, but Ubuntu's Cython is too old to build that version.
