Wubi installation did not respect the selected language

Bug Description
I've installed Ubuntu using Wubi rev 132 (link provided in bug 365642). I have an English XP, and I selected the French language. However, after the installation completed and I installed all the updates, Ubuntu was still in English, not in French.
Is Wubi not respecting the language settings provided before the installation?
I've attached the Wubi log, but I have no trace of c:\ubuntu\

I had about the same problem. English XP, US keyboard, selected 'english' during installation, but I ended up with a dutch Ubuntu. Seems that wubi looks at the 'locale' (regional settings) in Windows?
