Given that distribution must be jaunty, changes introduced are huge and it could be worh coordinating with Debian maintainer to have a shorter Ubuntu delta. Personally, I'd be more inclined to only include change to fix FTBFS now.

a new debdiff in attachment.

1. now distribution is jaunty
2. change is not so huge as you thought, the 0.2.6-5.2 version modify config.guess and config.sub in debian/rules:clean, and in 0.2.6-5.2ubuntu1 I copy these files from autotools-dev package and delete them in clean. so there is a sounds huge debdiff, :-)
3. debian does not have this bug, debian still use linux-libc-dev 2.6.26 and ubuntu use linux-libc-dev 2.6.27, zhcon can be build under debian

I was referring to these changes:
  * debian/rules:
    - fix debian-rules-ignores-make-clean-error
    - add dh_install
    - remove dh_installdebconf
    - copy config.guess and config.sub
    - clean unneed debian staff from upstream source.
  * debian/dirs: removed, fix package-contains-empty-directory
  * debian/conffiles: removed, fix duplicate-conffile
  * debian/templates: removed, fix malformed-title-in-templates and
    possible-debconf-note-abuse
  * debian/po/*: removed. same as above.
  * debian/config: removed. same as above.
  * debian/postinst: removed. same as above.
  * debian/control:
    - bump standards version to 3.8.0, nothing changed.
    - build depends on autotools-dev.
    - binary package no longer depends on debconf.
  * debian/lintian/zhcon: added, override the setuid and rpath of zhcon.
  * debian/install: added, install lintian overrides.
  * debian/source.lintian-overrides: added, upstream source code contain
    debian deconf staff.

These are packaging issues I'd be more inclined to discuss with Debian Maintainer first, just to make sure we can sync packages in the future.

I've just uploaded a revision which adds *_MASK variables if undefined, I'd leave changes listed in my comment 6 to Debian maintainer to limit our delta with Debian, thanks for your work!
