Clock Applet Manual link broken

I have updated the description. I hope it's good enough now.

I'm using intrepid and german locale and searching for "Clock manual" gives me a working link [1] (searching for "workspace" does not lead me to "clock manual" at all). Also starting yelp with LC_ALL=C and LANG=C does work for me [2].

We discussed this on #ubuntu-bugs and I will add that Kjell did not have Tracker enabled. We are unsure what difference this might make.

It turns out that I do have the file which is failing (file:///usr/share/gnome/help/clock/C/clock.xml#gospanel-3) which is the Clock Applet Manual, and it has nothing to do with the results shown when searching for 'Clock Manual' which links to the panel clock.

Can't reproduce either (tracker disabled), as described by Kjell searching for "workspace" does not lead me to clock manual and searching for "clock manual" gives a working link.
The link is incorrect since the section "gospanel-3" does not exist at all in file /usr/share/gnome/help/clock/C/clock.xml
