After ctrl-alt-f1 then ctrl-alt-f7 virtual console remains on inactive display

Bug Description
Binary package hint: xserver-
I am using a laptop hooked to an external monitor. The laptop display is "off" in display preferences, and is off when logging in. However, when I switch to a virtual console (ctrl-alt-f1) both displays are used. Then I switch back (ctrl-alt-f7) and a static image of the virtual console is left on the laptop display. Also, current cursor image is shown on the laptop monitor, but does not move around. If I switch back using ctrl-alt-f1, both displays are again used for the virtual console.
