Wrong path for entity sets

Bug Description

Binary package hint: w3c-dtd-xhtml

The xhtml1-transitional.dtd refers entity sets with just filenames. But entity sets are installed in path /usr/share/xml/entities/xhtml/.
So this cause problem in validation, the DTD is useless. The problem exists in all xhtml 1.0 dtds. I haven't checked xhtml 1.1 dtds.

Please find attached the debdiff. I have added appropriate symlinks so as to solve problem with minimal changes.

Now the entity sets are installed in appropriate directory. I have added symlinks for backward compatibility.
