[jaunty] Reboot icon after kernel upgrade doesn't reboot

Bug Description

Jaunty Alpha 3

When updating the kernel a circular icon appears in the system tray asking to reboot the system.

When clicking on that icon the system doens't reboot.

Confirmed; I've noticed this since around alpha-1. I don't recall it being an issue in intrepid but may just not have noticed it.

I looked at this with ara today and we found that gdm-signal disappears because it is part of the powermanagment-interface package
