Please provide an informative error message when an update is restricted due to having severe regressions

Bug Description
Binary package hint: update-manager
Hi,
Occasionally when an update is found to have severe regressions
the .deb files will be locked down on the server, and apt will report
a 403 error trying to retrieve them.
It would be great if update-manager could spot this and provide
an informative error message to the users, as some don't understand
it and file bugs.
It wouldn't have to indicate that the update is buggy, it could just
say there is a temporary problem and the user should try to
update later.
