I tested this in a VM. I checked in WIkipedia - Côte d'Ivoire uses UTC and does not observe DST. Furthermore "Although it is commonly known in English as Ivory Coast, the Ivorian government officially discourages this usage, preferring the French name Côte d'Ivoire to be used in all languages."

summary: - Côte D'Ivoire GMT

I am setting this to Low Importance, see this link for more information:

* Ones that can be easily worked around
* A cosmetic/usability issue that does not limit the functionality of an application

I consider this can be easily worked around and is a usability issue (although not cosmetic).

the Ivorian government officially discourages this usage IVOIRY COAST Because the name of the country does not need to change therefore remains Côte d'Ivoire.

the affectation level of this issue depends on the side you are. If you are on the developement team side this important is low , but if you come from Côte D'ivoire like me and Wilfried this is a big issue.
It's somewhat a shame on us to always choose some neighbough countries. If you check the Ubuntu Usage statistic in West Africa , you will find out that Côte D'ivoire is probably the in the 3 first country.
Therefore it's very difficult to explin why Côte D'ivoire is missing has been forgotten.

Please can you chech this for us and for the good of our community.

It is very important for our country to see the name Côte d'Ivoire in the list of country of ubuntu.

Thanks

Please it is not interesting to choose another country on the level of the choice of the time zone at the time of the installation of ubuntu 9.10. The ivory Coast make much under area for the popularization of Ubuntu and it is unpleasant to see that for a problem of accent it does not appear in the list of country. Known as us what we must do to repair that because it is necessary that a solution is found

Sometimes students ask their teatcher in africa what have we done (in computer science) and the teatchers were proud to answer "UBUNTU the most use free open operating system in the world" and in their O S courses they use UBUNTU as exemple.
What will they answer when the students will say:" why does not côte d'ivoire exit in the country list?

This was just to explain that this problem is very serious for us and I just to use my country as my country in my Operating system.
I love UBUNTU, please I want to see my country in UBUNTU

Thanks all for your comments. There are more then 1 bug to fix here:
1. As soujaa noticed, the kubuntu frontend is broken. The user can select Abidjan on the map but the time zone doesn't change to 'Côte d'Ivoire time' . The map on the gtk front end or Ubiquity works correctly (even if Yamoussoukro is not here).
2. On the GTK frontend, the user can select Abidjan on the map but it is not proposed as a choice in the list when the first letters of the name are entered
3. The name of the country is wrong because it's 'Ivory Coast' even if the user interface is in French
