Bug Description

Binary package hint: ubiquity

I have a request from sabdfl and the design team to remove the seconds from the time overlay used for the currently selected time zone on the time zone map. As POSIX doesn't define a variant of the strftime %X format specifier without seconds, most of this change is importing translations from gnome-panel.

Please provide a freeze exception for the following:
