In daily-live of 20100217, Chinese language packs are included in Live CD, but are not installed in target system.

This looks like a consequence of bug 527641, which is fixed. Please try to reproduce with a current daily build.

(There may still be known issues with installations from USB sticks; make sure to try from a real CD if at all possible.)

Of course the current daily build doesn't have Chinese language packs (presumably a temporary space issue), so you probably won't be able to tell whether this bug is fixed from that ...
