Backdrops don't remain in oem mode

Bug Description

In oem mode installs I would think one of the main things that oem people will want to do is change the backdrop for one which has their logo plastered all over it.

However if in oem mode you change the backdrop it changes back to the default backdrop during the user setup process.

This means that the only way an oem will be able to change the backdrop will be to change the default backdrop rather than just adding a new one. This is a definite disadvantage and an extra step for possible oems to try and rectify.

I have observed this as well. I'm sure you can change the wallpaper by replacing the image file, but it should probably be easier. The same goes for other default desktop settings really.

This is not a bug. After talking with the installer guys it appears that this is a coincidence that it is possible to do this and the end user mode is as expected.

The bug here is that we don't document how OEMs can change desktop settings.
