FTBFS fix on AMD64/SPARC/IA-64

Bug Description

Binary package hint: transproxy

The following debdiff resolves a FTBFS failure on amd64, and should also clear it on sparc and ia-64. It also corrects the copyright find, and clears lintian warnings, and compatibility warnings.

transproxy (1.5-3.1ubuntu1) intrepid; urgency=low

  * Resolved FTBFS on amd64/ia64/sparc due to change in Linux headers
  * Modify Maintainer value to match the DebianMaintainerField
    specification.
  * Updated copyright file with proper license, and cleared lintian errors
  * Added debian/compat to clear compability warnings
  * Added dpatch support to rules file

Updated debdiff based on review from slytherin to better clarify the changelog.

The debian/substvars file is still included in your debdiff, you should remove it. And FWIW, I do not think that the limits.h thing is due to a change in the linux kernel API, but rather in glibc2.8 (limits.h would no longer be part of a dependancy chain that previously led to its inclusion), as as you can see on hardy, netfilter_ipv4.h already uses INT_MAX
