Hi,

when installing squid in a clean chroot, I'm getting this error:

squid is using upstart now.

It may be using upstart, but it's not starting. reproduced with squid_2.7.STABLE7-1ubuntu9 on amd64:

retitled the bug to include that it was in a chroot, filing a new bug for it not starting outside of a chroot.
