/etc/login.defs has Unicode apostrophe in comments

Bug Description

Ubuntu Studio Controls crashed due to a character out of range.
Further investigation showed that line 221 of /etc/login.defs had a comment:

# If set to yes, userdel will remove the user\u00B4s group if it contains no

Changing it to:

# If set to yes, userdel will remove the user's group if it contains no

fixed the problem.

$ lsb_release -rd
Description: Ubuntu 15.10
Release: 15.10

$ lsb_release -rd
Description: Ubuntu 15.10
Release: 15.10
root@acer:/etc# apt-cache policy login

Would prefer that we not carry a delta to this core package for something that is arguably not a bug (it's Ubuntu Studio Control's bug that it can't handle unicode input). Could you please forward this bug upstream to Debian?
