Bug Description

The https://wiki.ubuntu.com/MainInclusionProcess procedure has been followed and the package suits the requirements

* it's available on all supported architectures
* rational: it's a build-depends of the new gstreamer replacing liboil
* there is no record of security issues
* the package is actively maintained by the gstreamer team upstream and in debian, the ubuntu desktop team will maintain it in ubuntu
* the build-depends and depends are in main
* the packaging is standard cdbs one

I've promoted it for now so gstreamer updates can build

just by coincident upstream broke ABI in last (0.4.6) release without bumping soname ... anyway, lets cross our fingers that slomo will protect us. approved.
