Binary package hint: network-manager
network-manager doesn't add the line "auto eth0" (eth0 in my case) to the /etc/network/
/etc/network/
auto lo
iface lo inet loopback
iface eth0 inet static

This looks like a duplicate of bug 185854 which has already been fixed, is this still a problem for you?
