This is still true in Ubuntu 14.04...

My guess is that the package ubuntu-artwork (which I have installed in 14.04) at some point lost the file /usr/share/ubuntu-artwork/home/index.html

I don't know if there's something equivalent in a plain installation (however I couldn't find any using a quick locate in my computer).

The ONLY thing needed is to change the default home page from

file:///usr/share/ubuntu-artwork/home/index.html

to whatever makes sense.

A stupid patch to change it for http://www.ubuntu.com is attached (I don't know how to generate a correct debian patch, but any maintainer with 10 minutes should be able to do this at least manually).
