Use local DTD to fix build failure on buildd

Bug Description

The lucene2 build fails since one of the unit test tried to access a DTD on internet. The solution is to use DTD available in w3c-dtd-xhtml package.
I will attach the debdiff soon.

There's lucene2 2.3.0+ds1-1 in debian unstable.
I think it makes sense to get this into Ubuntu, with your patches added. Some things, e.g. the Homepage field in debian/control have been addresses in Debian already.
Can you please get 2.3.0+ds1-1 from Debian unstable and then provide a debdiff with your changes against it? Thank you.

This was already discussed in #ubuntu-motu and it was agreed to keep lucene2 2.2 in hardy this short before FF. The new version has some API changes and one need to check if it doesn't break other software (like netbeans).

    - Update standards version to 3.7.3.

    - 82_fix_xhtml_dtd_access.dpatch - Patch for fixing contrib unit tests.
      Fixes FTBFS on buildd. (LP: #189602)
    - 00list - Updated to include above patch
  * debian/rules
    - Set JAVA_HOME corresponding to icedtea.
