linux-foo should depend on linux-headers-foo

Bug Description

DKMS built modules require that the headers for all installed kernels be present.

This is not possible to represent in the control files of dkms itself, or dkms-built modules.

Per discussion with slangasek in IRC, it would make the most sense to have the linux-foo metapackage recommend linux-headers-foo, such that these are installed in most scenarios (but are left out if installed with --no-install-recommends).
