Bug Description

[SRU Justification]

== Impact

23.10/Mantic (and newer) kernels are packaged with modules compressed to save disk space and load time. This will remain unchanged. For simplifying backports into 22.04/Jammy LTS we need a way to turn this off when compiling those newer kernels as HWE kernels.

== Fix

Add an option to turn off module compression when packaging the kernel. This will be unset when compiling Mantic and newer. So there will be no change there.

== Testcase

Verify that in Mantic the size of the modules package(s) does not change.

== Regression potential

The compression could be accidentally disabled in newer kernels.
