Bug Description

The tooltips on the window list in the bottom panel should only appear when the text within is concatenated. If this is not possible, the tooltips should be turned off.

I agree with the original reporter in that showing tooltips for Window List items thats names are not too long to display is both redundant and confusing and should be reconsidered. This is still an issue in Lucid.

A submitted a patch upstream that solves this issue. I'm attaching it here in case anyone wants it.

Since this patch is awaiting upstream review (well, its an upstream patch), I'm marking it as patch-forwarded-upstream. Once upstream accepts, we will work to getting this into ubuntu
