that's very odd, when building the pkg myself (outside of a pbuilder) /usr/share/cli-common/policies.d/libflickrnet2.1.5-cil/policy.2.1.FlickrNet.dll exist

The problem comes from the mono pkg (see bug #182509)

When the other bug will be fixed, rebuilding this package should be enough

previously the Update Manager had proposed to update about 80 packages, after an initial install of Alpha 3, but then offered only a Partial Upgrade option so I closed that and opened Synaptic which actually proposed an update for about 100 packages and installed all of them but gave an error just on this...

This 'fix' might have stopped the error message in synaptic, but I'm feeling much worse effects from this bug. I can no longer use f-spot photo manager to handle batch resizing and uploading to flickr.

From reading the debbugs report, it looks as though this has been fixed.

Hope it is merged into the main heron repos soon.

By the way, copying the attached policy worked for me and the package could be installed, however F-Spot import to Flickr is not working complaining that it is not founding the FlickrNet cil.

synaptic tries to reinstall libflickrnet package during every other package update/install. Workaround is to remove libflickrnet package (f-spot depends on which is installed by default). As I do not use f-spot this solution is ok for me.

FWIW, I copied over the file from my Intrepid partition, ran apt-get -f install, and that cleaned things up for now. I have uploaded to flickr with it, so that action (some people reported problems in the earlier occurrence) works.
