I confirm this behaviour too. I tried also with a French locale but Firefox still is in English.

I can also confirm this with the Catalan language-pack, version (1:8.04+20080929) from hardy-proposed.

I submitted bug #280379 against Firefox regarding this issue.

Hardy reached end of life. Does anyone still have this problem on 12.04 or later?
